Reed's Disconnect

In case you haven't noticed, Reed has been announcing all sorts of development plans, while at the same time telling us all that if we have a major snowstorm, the City will be bankrupt.

Now, how stupid is that? Announce plans for construction without any signed tenants yet, and then tell those prospective business tenants that they won't be able to open if it snows? And that the city can't provide basic services like police, fire and thrash removal during the winter?
